In 1978, a signals-intelligence veteran walked into a windowless room at Fort Meade. They handed him coordinates — numbers on a piece of paper — and he described the interior of an installation no satellite had photographed from the inside. They didn't do it with a gift. On his retirement, the Army awarded him the Legion of Merit — one of its highest decorations. The official citation, public today, says he produced:
“...crucial and vital intelligence unavailable from any other source.”

An external evaluation found it too imprecise for operational use. The twenty-three-year folder was closed with one word stamped on it:
