McMoneagle ran 450+ remote-viewing missions for US military intelligence. The Legion of Merit is the US Army’s second-highest peacetime decoration. The citation — declassified — explicitly attributes the award to intelligence derived from psi capability.

The CIA commissioned an independent audit in 1995 to evaluate the program. Statistician Utts concluded the effects could not be reasonably explained by chance. The CIA closed the program 3 months after receiving the report confirming it worked. Official line: ‘not useful enough for intelligence.’ The documents remain public.
